Dr. Scott is Managing Director of Cognyst Advisors, a U.S.-based consulting firm that specializes in utility metering. A doctor in Physics, he is the author of “The Scott Report,” a series of publications that document automated metering deployments. He actively consults with utilities, their vendors and investors in the utility metering marketplace. Dr. Scott has spoken at utility industry events in over one dozen countries on how to incorporate automated systems into existing utility operations. The Scott Report is a widely quoted authority on Automated Metering deployments. This report is frequently referenced in the media and the trade press and several major metering manufacturers regularly refer to it when they report their quarterly earnings. In late 2008, the Obama Transition Team sought Dr. Scott's advice as it prepared its Stimulus Plan. $4.5 Billion in funding for the Smart Grid resulted from his recommendation.
