Carol Waller Pope serves as Chairman and Chief Financial Officer of the Federal Labor Relations Authority (FLRA), a position to which she was originally designated by the President in 2009. She has served as an Authority Member since 2000, in three administrations. She is the first FLRA career employee to serve as Chairman or Member. Under her leadership as Chairman, the FLRA has increased productivity and improved employee satisfaction and morale, rising in the Best Places to Work in the Federal Government rankings from 34th (last) place in 2009 to 3rd place in 2015 among small agencies.
