Shar is the Director of Workforce Management and Executive Services, Office of the Deputy Assistant Secretary of the Air Force for Financial Management & Comptroller, Headquarters USAF Washington DC. She serves as the SAF/FM’s senior advisor on all matters pertaining to the effective and efficient management and development of the SAF/FM workforce and FM career field. She is responsible for human capital management, manpower management, security programs, strategic communications, strategic planning, and administrative support for SAF/FM. Her duties include advocating programs that benefit all Financial Management and Comptroller personnel including force development, education, training, and work force shaping ensuring the long-term viability of the FM workforce. She is the designated lead for implementing the Department of Defense (DoD) FM Certification Program for the Air Force, over 12,000 Active, Guard, Reserve, & Civilian members. Ms. Kaina has a broad background in resource management, comprising of budget formulation and execution, program analysis, management analysis, mission support and financial management, with varying assignments at base, major command, and Headquarters levels.
