Michelle earned her master’s degree in public health at the University of Colorado and has served as the Vice President of National Research Center, Inc. for 20 years. Before joining National Research Center, Michelle worked for the City of Boulder for seven years as a researcher and policy analyst. Michelle has extensive experience in both quantitative and qualitative research design and has worked with scores of government agencies in the area of surveys, evaluation and performance measurement. She has authored numerous journal articles, book chapters and books on research techniques and trained hundreds of government and non-profit workers on the methods of evaluation, survey research and uses of data for performance enhancement. Michelle co- authored three editions of Citizen Surveys: How to do them, how to use them, what they mean with Tom Miller for ICMA.
