Chief Kell served 15 years in the navy before his assignment to temporary duty in Pueblo, just 2 days before the ship’s last sailing. He retired from the Navy in 1973, and is a frequent guest speaker at military and civilian functions. He has a BS in Accounting and an MBA, and retired a second time as City Treasurer/Finance Director for the city of El Cajon, California. He serves as Treasurer in the San Diego County chapter of American Ex-Prisoners of War.
