William Leigher (RADM-ret.) is director of Government Cyber Solutions for Raytheon Intelligence, Information and Services. In this role, Leigher leads the team that works with Department of Defense and Federal civilian agency customers to solve their toughest cyber challenges. He has experience in securing enterprise networks on a global scale, as well as developing methods for predicting and managing risks around areas of potential intrusion. During his 33-year career with the U.S. Navy, Leigher served as Director of Warfare Integration for Information Dominance for the Chief of Naval Operations and Deputy Commander for U.S. Fleet Cyber Command. He has worked in the areas of intelligence, cyberspace, electronic warfare and analytics. He has a degree in political science from the University of Maine and a master's in national security and strategic studies from the Naval War College.
