Marsha Kelly is a veteran of more than forty years in strategic communications, issue management and business development. Since 1992, Kelly has served as lead communications counsel for the Minnesota Indian Gaming Association (MIGA), with primary responsibility for the association's media and community relations, website and internet communications, public opinion research and strategic positioning. MIGA represents all eleven of Minnesota's gaming tribes. In addition to MIGA, Kelly's portfolio includes a California Indian tribe, the Mesa Grande Band of Mission Indians, as well as clients in rail transportation, entertainment, health care and the pet industry. Prior to entering private practice in 1989, she served in the office of Minnesota Governor Rudy Perpich as Communications Director for Lt. Governor Marlene Johnson. It was Governor Perpich who negotiated Minnesota's gaming compacts, which were the first in the nation. The video slot compacts were signed in 1990, followed by the blackjack compacts in 1991. In 2016, MIGA celebrated the 25th anniversary of those compacts.
