David Carter
Integrated Charge Card Program Manager
U.S. Department of the Interior
David D. Carter currently serves as the Smartpay®2 Integrated Charge Program Manager for the U.S. Department of the Interior. Carter also serves as the DOI Integrated Charge Card Policy Manager in the Office of the Secretary, Office of Acquisition and Property Management. He currently manages over 69,000 card accounts with a volume in excess of $600 million dollars annually. Carter from 2004 to 20011 served as the Smartpay®2 Program Manager for the Department of Commerce Charge Card Programs. Carter also served as the Balance Scorecard Program Manager in the Department of Commerce Office of the Secretary, Office of Acquisition Management. Carter from 2000 to 2004 served as an Assessment Manager and Government Technical Representative with the Department of Housing and Urban Development Real Estate Assessment Center national programs. Carter served as a Senior Procurement Analyst, Supervisory Contracting Officer, and Senior Cost Price Analyst positions with the Department of the Navy Military Sealift Command Head Quarters Contracts and Business Management Division. Carter served as a Senior Contract Auditor with the Defense Contract Audit Agency from 1985 – 1989 at General Dynamic Fort Worth Division, Fort Worth, Texas and Dallas Branch Office in Dallas Texas. From 1980 to 1985 Carter served as a Financial Management Specialist with the United States Air Force at Keesler Air Force Base in Biloxi Mississippi.
