Carolyn Ham is currently an Associate General Counsel with Optum and she supports its Anti-Fraud efforts on behalf of UnitedHealthcare and other payors. During her 8-year tenure at Optum she has successfully litigated against healthcare providers engaging in fraudulent activities such as paying kickbacks. Her other duties include insuring compliance with the state and federal laws, assisting law enforcement agencies with investigations, directing investigations and recoveries of overpayments due to fraud and abuse. Prior to joining Optum Insight, Ms. Ham served as a Juvenile Delinquency Prosecutor for Ramsey County for two years and before that served in the Minnesota Attorney General’s Office for over 10 years. While serving as an Assistant Attorney General, she represented the state Department of Health in Maltreatment of Vulnerable Adult Hearings, represented the Department of Commerce in licensing actions against insurance brokers, securities firms and real estate agents and represented the public as part of the Consumer Fraud division. She was responsible for all aspects of consumer fraud litigation. She obtained millions of dollars in restitution for thousands of consumers and forced many fraudulent companies out of business. Ms. Ham graduated from Carleton College with a BA in Economics. She obtained her J.D. from the University of California at Berkeley.
