Mr. Jeremy Powell serves as Head of the Identity Operations (IdOps) Section, Headquarters, U.S. Marine Corps, Plans, Policies and Operations Department (Security Division) where he is responsible for biometric and forensic policies, programs and advocacy. Mr. Powell has overseen several advancements in Marine Corps IdOps to include the fielding of advanced biometric handhelds, expeditionary forensics capabilities, and a global IdOps architecture. Mr. Powell sponsored on behalf of the Marine Corps the development of Joint Doctrine for Identity Activities in Support of Military Operations. He was a lead subject matter expert (SME) for the Marine Corps Center for Lessons Learned and led a review of biometrics efforts in Helmand Province, Afghanistan, in 2012. He was responsible for instituting the Marine Corps and FBI’s interagency Role Player Threat Screening Program, and the DoN Identification and Screening Information System (ISIS) which, through a partnership with US Special Operations Command, enables Marines, Sailors and NCIS agents to submit biometric and forensic information to DoD from anywhere in the world. Mr. Powell also represented the Marine Corps as a SME on a DoD delegation to Guantanamo Bay, Cuba, in 2010 to provide recommendations on the use of biometrics to enroll detainees and share that data throughout the US Government and its allies.
