Thomas’s vocation was a 35-year career as a law enforcement officer including being a Correction Officer, Police Officer, Immigration Inspector, Customs Inspector, and finally Customs and Border Protection Officer. Thomas’s avocation was over 30 years as a Union President. Thomas did an apprenticeship in Labor law/Labor relations, studying under Frank Ferris, National Treasury employees’ Union executive vice-president, negotiating 2 National agreements, as first chair for 4 of 8 years. As a practitioner of conflict resolution, Thomas rarely used litigation/grievances to achieve the best outcome for the employees he represented as well as the Agency. Thomas and his business partner Andrew, developed and produced the facilitator/interest-based training program that was awarded the SFLERP Collaboration Award. Thomas was a key member of three national collective bargaining agreements representing 30,000 employees. He is the only Chapter President to receive all three of NTEU’s Prestigious National awards including the Robert Tobias Award for using and embracing collaborative problem solving in the workplace and in life. Thomas has testified before Congress three times advocating for better working conditions post September 11, 2001. Thomas did undergraduate study at Clinton Community College and Plattsburgh State University majoring in criminal justice and psychology.
