Santa Clara Valley Water District


Mr. Esch is the Procurement and Contracts Unit Manager for the Santa Clara Valley Water District with experience in project development and implementation, design-build, program management and administration, engineering and process improvements for the U.S. Navy, city and local agencies. While with the City of San José, he was responsible for defining the design-build approach for building a new $118M state-of-the-art Cogeneration Facility at the San Jose-Santa Clara Regional Wastewater Facility under the 2015 California design-build legislation. Mr. Esch has managed development of the Project Definition Report; developed Request for Qualifications and Request for Proposal documents; developed the procurement schedule; and initiated development of a Design-Build Management Plan to ensure a fully prepared for design-build effort so that the project was a model for future design-build projects.
