Sallyanne Harper is a founding member and the President-elect of the Association for Federal Enterprise Risk Management (AFERM), a professional organization dedicated to the advancement of federal Enterprise Risk Management (ERM). A Scantlebury Award recipient with more than 33 years of federal service, Ms. Harper previously served as CFO and chief administrative officer of the U.S. Government Accountability Office (GAO) where she was responsible for financial management and systems, budget, information technology, human capital, procurement and knowledge services functions in support of the GAO, a legislative branch accountability agency. Prior to coming to GAO, Ms Harper served as the Presidentially Appointed, Senate confirmed, CFO and head of management and administration for the Environmental Protection Agency (EPA), having also served as EPA’s Deputy CFO and head of Finance, Budget, Grants, Human Resources, Planning & Evaluation, Procurement and Superfund contracting. Ms. Harper had previously supported the Naval Air Systems Command in major weapon systems acquisitions.
