William "Billy" Francis is a retired 26 year USAF Colonel, Commander and fighter pilot with over 2,800 flight hours and currently serves as the Director of Florida State's Veteran Center and leader of the university wide initiative to be the national beacon of veteran support and success. As director of the Florida State Veterans Center, Francis oversees the Florida State Veterans Center and its services and implements the center's mission to graduate 100% of FSU student veterans and get them into careers or graduate school within 6 months of graduation. The student veteran graduation rate has increased from 69% to 91% as a result of the university's efforts. Billy earned a Bachelor of Arts degree in economics from Florida State in 1986, was commissioned in the USAF that same year and finished his Air Force career where it started as the Commander of the FSU Air Force ROTC Detachment. Billy also holds three master's degrees. A master's degrees in business administration from Eastern New Mexico University, a master's in aerospace strategy from Air University, and a master's in national security strategy from the National War College.
