Frances B. Brinkman, P.E. is a Senior Engineering Manager with Black & Veatch in their Hydropower & Hydraulic Structures group. She holds a B.S. degree in Electrical Engineering from the University of Wyoming, and a M.S. in Engineering Management from Washington State University. Ms. Brinkman was the lead electrical and controls engineer for the Cowlitz Falls Fish Collector Project and comes from a diverse engineering career from high voltage transmission systems on the Columbia River, hydroelectric plant station service upgrades in the southeast, to work in healthcare and higher education. Ms. Brinkman joined Black & Veatch in 2011 to assist in the growth of our hydroelectric practice in the Pacific Northwest.
