Rafael Cotto currently serves as Program Manager and Senior Staff Associate to the Deputy Chief Financial Officer at the National Science Foundation (NSF). Rafael is a senior level financial manager and program analyst with over 20 years of experience managing federal projects and programs for large scale organizations such as the Department of Agriculture and Department of Commerce. Since joining NSF, he has been leading the Foundation’s financial statement audit coordination and financial management policy programs. More recently, he joined the team that is developing an enterprise risk management framework for NSF. Mr. Cotto has a Bachelor of Business Administration with a major in Accounting. He also holds a Master of Business Administration.
