Hon. Ruth Kwan attended the University of Southern California and graduated from UC Hastings College of the Law in 1981. Prior to her appointment to the East Los Angeles Municipal Court in 1995, Judge Kwan headed the Consumer Protection Section and the Dispute Resolution Program of the Los Angeles City Attorney’s Office. She was elevated to the Superior Court in 1998. For the past 10 years, she presides over an Independent Calendar Court in downtown Los Angeles. She currently serves the court as a member of the Local Rules Committee, Bench Bar Liaison Committee, Law Clerk Selection Committee and the Research Attorney Selection Panel.
