Stephen Bowler is Chief of the South Branch in the Division of Hydropower Licensing of the Office of Energy Projects at the Federal Energy Regulatory Commission. He manages a staff of 10 that coordinates the application process and reviews applications for hydropower licenses and preliminary permits in the Southeast and South-central U.S. He also supports the Division of Hydropower Licensing in developing and adapting its regulatory program to address new marine and hydrokinetic energy technologies. Previously, Stephen monitored, assessed, managed, and regulated water resources for state and local governments. In addition to working in government, Stephen promoted understanding and protection of watersheds, streams, rivers, estuaries, oceans, and fisheries through education and outreach with nonprofit organizations. Stephen earned a Master’s degree from the University of Michigan at Ann Arbor in Natural Resources Ecology and Management with a focus on the ecology of streams and rivers.
