DR. HARRY R. CARTER is chairman of the Board of Fire Commissioners for Howell Township (NJ) Fire District #2. He had a 26-year career with the Newark (NJ) Fire Department, where he served as a battalion chief. He has also had a 45-year career with the Adelphia Fire Company in Howell Township; he served as chief in 1991. He is the fire company chaplain.
