Cecile Carson is known for expertise in topics ranging from littering behavior to waste reduction programs. She manages projects nationwide and conducts research on the impacts of waste especially in rural areas. As Vice-President Keep America Beautiful she was instrumental in the formation of over 100 affiliates. During her tenure, she directed the literature review on the impacts of blight and the creation of the litter cost study tool. Cecile has 20 years of municipal government experience, including economic development and code enforcement where she created innovative small area plans to address specific needs of neighborhoods experiencing blight. Cecile earned the President’s Lifetime Volunteer Service award and currently serves on the North Central Texas Council of Governments’ Resource Conservation Commission. Cecile holds Volunteer Management Certification and is pursuing a doctorate in Learning and Organizational Change at Baylor University.
