David is the resource-management director for the Department of Commerce’s export-promotion arm. He returned to this role after serving as the Deputy Chief Human Capital Officer for Immigration and Customs Enforcement (ICE) and in workforce analysis roles in ICE and the Transportation Security Administration (TSA). In addition, David worked for Booz Allin Hamilton for two years. At TSA, David led development of a model to predict airport screener attrition by seven months, modeled screener performance and longevity, and built models to support workforce planning. The screener performance and longevity study identified target attributes of the best performers with the highest longevity, and identified potential changes to pre-hire testing and qualifications standards. At ICE, David acted to reverse the agency’s negative employee morale trend, resulting in a one-year 11% improvement, and he implemented a succession planning model later adopted by all of the Department of Homeland Security.
