Tim Flanagan has been in the recycling and solid waste field for more than 34 years; 17 years in the private sector with Waste Management serving as the company’s Western Region director of recycling, and as a district manager for collection and transfer station operations covering Northern and Southern California. As the general manager for the MRWMD, he has oversight for all operations and administrative services. This includes MRF recycling and composting operations, equipment maintenance, HHW and award winning Last Chance Mercantile, engineering, and landfill site operations. Mr. Flanagan is a SWANA certified MOLO Landfill Operator (California Specific), and is the Secretary of the SWANA International Executive Board of Directors. He has been a member of CRRA (California Resource Recovery Association) since 1982 and is a supporting member of Californians Against Waste. He has a Bachelor’s degree in public policy and economics from the University of California at Santa Barbara.
