Dr. Runser is currently the Technical Director (TD) at NSA Hawaii (NSAH). He oversees the technical execution of NSAH’s signals intelligence and cybersecurity missions in support of national customers such as US Indo-Pacific Command. As part of NSAH’s technical outreach team, he has led the development of partnerships with local academic and industry organizations to advance operational capabilities, promote cybersecurity best practices, and recruit local talent to NSA’s missions. He has represented NSAH at local events in Hawaii such as the annual Future Focus Forum, AFCEA’s TechNet Asia-Pacific conference, and the Hawaii International Conference on System Sciences sponsored by the University of Hawaii. From 2006 to 2015, Dr. Runser held positions in NSA’s Research and Signals Intelligence Directorates where he focused on developing capabilities for cyber network operations and cybersecurity defensive measures applied to telecommunications and critical infrastructure systems. He has assisted federal partners improve the security of national telecommunications networks and briefed numerous leadership bodies including the White House National Security Staff, Congressional Staffers, and other Intelligence Community agencies. He has received NSA’s Meritorious Civilian Service Award and the Distinguished Presidential Rank Award. Prior to joining NSA, Dr. Runser was a Senior Research Scientist with the Applied Research division of Telcordia Technologies, Inc. He led the development of several research projects funded by federal agencies to explore advancements in optical communications, quantum key distribution systems, and photonic signal processing
