Jay Borkland is an Offshore Energy Specialist, Port Engineer, and Marine Geoscientist with 34 yrs of experience. He has directed large marine development projects around the globe. He was the design lead for the New Bedford Marine Commerce Terminal - the first purpose-built US OSW Port. Recently, he has collaborated on Port assessments from VA to MA evaluating the utility of US Ports for OSW.
