U.S. EPA Landfill Methane Outreach Program (LMOP)


Kirsten Cappel is a program manager for the U.S. Environmental Protection Agency’s (EPA) Landfill Methane Outreach Program (LMOP). Ms. Cappel’s primary role is to coordinate and manage LMOP’s domestic activities. She provides technical assistance on landfill gas energy and creates alliances between the LMOP and states, utilities, landfill owners and operators, communities, and the landfill gas industry. During her tenure at the EPA, Ms. Cappel served as the program manager for EPA climate protection partnerships with the U.S. semiconductor and magnesium industries. In addition, she managed the domestic essential use exemption program for metered-dose inhalers and US regulations for importing ozone-depleting substances. Prior to joining EPA, Ms. Cappel served as a communications associate at the Pew Center on Global Climate Change and an international sustainable development intern to the Secretariat to the United Nations Framework Convention on Climate Change in Bonn, Germany. She holds a Bachelor’s degree from the University of California, Irvine, and a Master’s degree in environmental management in resource economics and policy from Duke University.
