Bill Bowes is a retired Navy Vice Admiral, having served 33 years in the Navy in numerous operational and acquisition assignments. As a Vice Admiral he served as the Commander of the Naval Air Systems Command, the Principal Deputy Assistant Secretary of the Navy for Research, Development and Acquisition (RDA), and the Acting Assistant Secretary of the Navy for RDA. He flew 350 combat missions during the Viet Nam conflict and has flown over 5000 hrs in more than 50 different US and foreign military aircraft types. He is an accomplished test pilot and program manager. He served as the program manager for the F-14 and Phoenix missile program, the Joint Cruise Missiles Project, and was the first director of DOD’s Joint Unmanned Aerial Vehicles Project. Since retiring from the Navy he has worked in the aerospace industry and currently serves on a number of boards and is the Vice Chair of the Naval Research Advisory Committee and serves on the Secretary of the Navy’s Advisory Committee.
