Thomas Gagnon




Thomas serves in the homeland security and resilience staff group as the interoperability program manager. Immediately prior to this position, he completed a 21-year career with the United States Marine Corps. An experienced leader and program manager, Thomas led the development and implementation of numerous initiatives requiring productive, collaborative relationships amongst diverse stakeholders. His first experience with emergency management was in support of response and recovery operations following hurricanes Katrina and Rita. Various Marine Corps assignments afforded him opportunities to participate in disaster planning and to author the Marine Corps’ manpower policy pertaining to the mobilization of reservists in direct support of civil authorities. Thomas is a graduate of the National War College, studying numerous national strategy topics including include homeland security. He earned a master’s degree in national security studies from the National War College; a master’s degree in global business administration from National University; and a bachelor’s degree in english/technical writing from the University of Delaware.
