As director of policy for the Institute for Market Transformation and Co-Director of the City Energy Project, Julie works to develop public policy solutions that address market failures. Prior to IMT, Julie worked as policy advisor in DOE’s Office of Energy Efficiency & Renewable Energy. Complementing her work at the federal level, Julie has worked extensively in local government. She served as vice president of energy efficiency and chief of staff for energy policy within the Bloomberg administration in New York City. In Baltimore, she implemented reforms to the Department of Housing and Community Development under the leadership of Mayor O’Malley. Julie began her career in PricewaterhouseCoopers’ environmental consulting practice. Julie holds a Bachelor of Science degree in environmental science from the University of North Carolina at Chapel Hill and a Master of Science in Global Energy Management from the University of Colorado at Denver.
