Colonel Kevin P. Stoddard is Chief of Staff for the Program Executive Office Enterprise Information Systems (PEO EIS). Assigned to this role in October 2016, COL Stoddard has a broad range of executive leadership responsibilities involving life cycle development, acquisition, testing, product improvement, fielding and sustainment of PEO EIS capabilities.
Prior to his role at PEO EIS, COL Stoddard served as the Director of Contracting for the Deputy Secretary of the Army (Procurement), where he was responsible for leading eight senior procurement management directorates providing oversight, policy and program execution for the Army contracting enterprise, consisting of over 6,000 personnel, $70 billion in annual obligations and supporting all Army mission areas, including weapons systems procurement,
services, installation and global expeditionary operations. Prior to that, he was the Deputy Director of Contracting and the Command Principal Assistant Responsible for Contracting, United States Army Corps of Engineers (USACE). He provided principal contracting advice to the Chief of Engineers, senior executives and congressional staffers
on major contracts and led over 1,500 contracting professionals supporting four major engineering centers and nine engineer divisions comprised of 42 engineering districts worldwide. During his tenure, USACE executed
approximately 75,000 contracting actions with obligation of approximately $17 billion.
COL Stoddard holds a master’s degree in acquisition and procurement and a master’s degree in strategic studies.
He is a graduate of the U.S. Army Command and General Staff College and the U.S. Army War College.
