Mr. Sloan is a Principal and Senior Economist in ICF's Fuels and Technology Group. He has more than 34 years of experience in the energy field. His primary work areas include analytical and regulatory support for gas utilities, natural gas storage valuation and assessment, natural gas and propane asset valuation, analysis of propane and natural gas liquid and petrochemical markets and demand, and market due diligence for asset sales, acquisitions, and financing. For the past 12 years, Mr. Sloan has been collecting and analyzing propane market data for PERC, NPGA and individual propane marketers, and has played a key role in helping the propane industry understand and respond to the market forces shaping the propane industry. Mr. Sloan evaluates natural gas liquids supply and demand for producers and petrochemical consumers as well as providing a wide variety of market trend analysis and demand forecasting services to the propane industry, including demand assessments at the national, state and county levels, and market trend analyses on issues related to use per customer, new construction market share, and propane competition with alternative fuels in different end-uses and regions. Mr. Sloan is a frequent speaker at natural gas and propane conferences and association board meetings, and has testified on a variety of issues related to propane industry pricing practices, natural gas storage market power, pipeline facility expansion economics, and natural gas market liquidity. He has also submitted testimony to the FERC on natural gas liquidity issues in California, and to the Minnesota District Court on propane market economics and pricing practices.
