Swarupa Ganguli directs detailed analysis of program policies, major issues and strategies related to sustainable materials management (SMM) and serves as a senior spokesperson and liaison with federal agencies, states, local government, industry representatives, non-governmental organizations and the public in developing policy, guidance and regulation related to SMM. Prior to this position, she was the team lead for the Landfill Methane Outreach Program (LMOP) at EPA’s Climate Change Division (CCD) within the Office of Air and Radiation (OAR). She managed LMOP’s domestic and international programs by providing technical assistance on landfill gas energy and creating alliances between the EPA and states, the landfill gas industry and communities. Ms. Swarupa has a Master’s degree in international relations and economics from the Johns Hopkins University, a Bachelor’s degree in economics and finance from the University of Pennsylvania’s Wharton Business School, and a certificate in environmental law and policy from the U.S. Department of Agriculture (USDA) Graduate Programs.
