Glenn Flowers serves as the Assistant Commissioner for Governmentwide Solutions within the U.S. Department of the Treasury’s Bureau of the Fiscal Service. In this capacity, Glenn leads a comprehensive, centralized program that supports federal and state agencies in managing receivables and delinquent debt. His organization strengthens government financial operations by standardizing processes, promoting centralization, and ensuring compliance with statutory and regulatory requirements. Glenn has played a key role in establishing a new strategic direction dedicated to advancing receivables management and debt collection to align with modern industry practices. He oversees four major programs that drive this mission: the Invoice Processing Platform (IPP), Centralized Receivable Services (CRS), the Treasury Offset Program (TOP), and the Cross Servicing Program. With 20 years of experience in financial management and debt collection—including 17 years with the Bureau of the Fiscal Service—Glenn has built a distinguished career driving operational excellence, financial stewardship, and organizational performance. Throughout his tenure, he has led numerous initiatives that enhanced customer experience, improved operational efficiency, and strengthened debt collection outcomes. As Director of the Financial Management Division, Glenn spent five years revitalizing the health of the agency’s revolving fund through the changes he implemented in our debt financial reporting, accounting operations, budgeting, procurement, and internal controls; including implementing a custom new program accounting system. Glenn is recognized for his ability to lead complex financial operations, implement transformative business improvements, and deliver results that support both organizational mission objectives and long-term financial sustainability. His leadership reflects a deep commitment to innovation, efficiency, and service excellence across the federal financial landscape.
