Supervisory Special Agent Joseph A. Sullivan is a seasoned criminal investigator and leader with over 29 years of law enforcement experience. He currently serves as the Acting Division Chief of the Homeland Security Investigations (HSI) Cross-Border Financial Crime Center and is permanently assigned as Unit Chief of the HSI Asset Forfeiture Unit (AFU) in Washington, DC. In these roles, he oversees and coordinates financial fraud investigations, worksite enforcement, identity fraud, asset forfeiture, and seized property programs across more than 220 HSI offices nationwide. He manages approximately $180 million in Treasury Forfeiture funds and acts as the designated agency official for all asset forfeiture matters, serving as the primary point of contact with the DOJ Money Laundering, Narcotics and Forfeiture Section (MNF), the Treasury Executive Office for Asset Forfeiture (TEOAF), U.S. Customs and Border Protection’s Fines, Penalties & Forfeiture (CBP), and other agencies. Prior to his headquarters assignment in 2021, Mr. Sullivan served in the HSI Special Agent in Charge Boston Office as a group supervisor overseeing certified undercover operations, child exploitation, forensics, national security, and investigative support groups. He also commanded the HSI Rapid Response Team. His law enforcement career began in 1997 with the Department of Agriculture, followed by the U.S. Customs Service in Boston as a Customs Inspector in 2000. In 2003, he transitioned to the U.S. Customs Agent position in Los Angeles, focusing on financial crimes and asset forfeiture. From 2015 to 2017, Mr. Sullivan was the HSI Liaison to the National Cyber and Forensic Training Alliance (NCFTA), collaborating with financial institutions to combat cyber-enabled financial crime.
