Ms. Zhou is the Chief Data Officer at the Pandemic Response Accountability Committee (PRAC), with over 20 years of experience delivering analytics insights and building advanced analytics products. At the PRAC, Ms. Zhou drives analytic innovations through the PRAC Analytics Center, leading efforts to detect identity fraud, uncover synthetic identities, and identify verification vulnerabilities across federal programs. She works closely with federal OIG and law enforcement partners to apply advanced risk modeling, cross program entity resolution, and anomaly detection techniques that surface emerging identity fraud threats, enhance due diligence during application processes, and improve program integrity outcomes.
