Oracle Defense & Intelligence


Ross is the Area Vice President for Oracle’s Defense & Intelligence business, leading the Department of War (DoW). In this role he oversees accounts for Oracle Cloud Infrastructure and Software-as-a-Service. Previously, he served as Executive Vice President for Defense Programs at JA Green and Company, where he helped clients with strategic planning and bringing their capabilities to the DoW. Prior to that, he retired as the US Army’s Program Executive Officer for Enterprise Information Systems (PEO EIS) after over 34 years as a civil servant. In that role, Ross was responsible for managing the Army’s IT portfolio, with 71 acquisition programs across the Army and the DoW, with an annual budget of $4.3B, and a workforce of more than 3,000 professionals. Ross also served in numerous DoW positions to include the Deputy PEO for Soldier, the Deputy PEO for Combat Support and Combat Service Support, the Acting Deputy PEO for Aviation, and the Assistant Deputy for Acquisition and Systems Management within the Office of the Assistant Secretary of the Army for Acquisition, Logistics and Technology at the Pentagon. Ross holds a bachelor’s degree in electrical engineering from the University of Pittsburgh, a master’s degree in engineering management from The George Washington University, and a master’s degree in national resource strategy from the Industrial College of the Armed Forces.
