Mr. Roach serves as Deputy Chief Financial Officer at the Health Resources and Services Administration (HRSA), an operating division of the U.S. Department of Health and Human Services (HHS). In this role, he oversees core financial management functions, including financial reporting, internal controls, and program integrity, while also leading an intelligent automation group focused on transforming financial management processes through artificial intelligence, machine learning, and robotic process automation. Joe also serves as HRSA’s Senior Official for Artificial Intelligence and manages the agency’s Fraud Detection and Management Platform, which integrates authoritative government and commercial data sources into an agentic platform designed to support real-time fraud risk management. Earlier in his career, he served as Chief Information Officer at both the HHS Office of Inspector General and HRSA, where he led enterprise technology strategy and modernization efforts. He also contributed to cross-government technology transformation initiatives, including the OMB Quicksilver E-Gov Task Force.
