Bob Westbrooks is a fraud and anti-corruption expert, author, and founder of the advisory services firm Gracie House LLC. He has over 30 years of public integrity experience as an attorney, auditor, and criminal investigator. Bob served as the Inspector General of the U.S. Pension Benefit Guaranty Corporation from 2015 to 2020, and he served as the Executive Director of the U.S. Pandemic Response Accountability Committee from 2020 to December 2022. Bob subsequently served as a senior advisor and audit and fraud analytics expert with the U.S. Government Accountability Office’s Center for Audit Excellence, where he provided training to Ukrainian government auditors and U.S. Offices of Inspectors General. In October 2024, Bob was appointed by the Cabinet of Ministers of Ukraine to serve as an independent international anti-corruption expert to conduct the first-of-its-kind audit of the effectiveness of the National Anti-Corruption Bureau of Ukraine. Most recently, Bob has served as a fraud expert witness in federal court and has testified before Congress on government benefit fraud.
