City of Tacoma Community and Economic Development
Carol Wolfe received her BA from the Evergreen State College in Community Development in 1996 and began her career working for the Martin Luther King Development Association in Tacoma's Hilltop on the national urban Main Street model piloted between the Local Initiative Support Corporation (LISC) and National Main Street Program. During that time she learned firsthand that community development and economic development were not separate disciplines but were interconnected strategies to build and sustain authentic communities with equitable opportunity. In 1999 she was recruited by the City of Tacoma and continued her community development and engagement work throughout the City's 15 Neighborhood Business Districts and 8 Neighborhood Councils. Currently she is managing a newly formed Business Services and Workforce Partnership Division and will focus on maximizing workforce development outcomes for public works projects, especially the Sound Transit Light Rail extensions planned for Tacoma, and in furthering creative and equitable engagement tactics in the City's efforts to co-produce business district revitalization and transit oriented development with community stakeholders.
