Michael Mangelson represents the U.S. Department of Commerce and U.S. Patent and Trademark Office as Intellectual Property Attaché responsible for advocating U.S. IPR interests, policies and initiatives in China. In this capacity, Mr. Mangelson works closely with U.S. stakeholders on IPR protection and enforcement issues and coordinates with U.S. government agencies and China counterparts to resolve IP concerns, promote U.S. IP policy in China, and encourage effective IP protection and enforcement in China. This includes assisting U.S. businesses on IPR issues in China; advising officials at all levels of the USPTO, U.S. Department of Commerce, U.S. Department of State, Office of the United States Trade Representative, U.S. Department of Justice, and other agencies on China’s IP system; conducting training activities and advising the Chinese government on U.S. IP law and policy; and helping to secure high IPR standards in trade agreements and China’s laws and monitoring implementation of these provisions. Mr. Mangelson began his post at the U.S. Consulate General Shanghai in 2014 and brought with him 20 years of experience as a business IP attorney with a focus on China services. Mr. Mangelson is a former partner of U.S. law firm Stoel Rives, LLP in Salt Lake City, Utah, where he served as Chair of the firm's China group and Chair of the firm's Salt Lake City Technology & Intellectual Property group. Mr. Mangelson served as Chair of the Intellectual Property Section of the Utah State Bar and taught IP law and technology licensing as an Adjunct Professor at Brigham Young University law school for twelve years. Mr. Mangelson holds a Juris Doctor degree from Brigham Young University Law School and is fluent in Mandarin Chinese.
