Bill Colbert is a senior Partner in EY’s Government & Public Sector Consulting practice, specializing in business and technology transformation for public and private sector clients. He leads the design of EY’s US Federal and State & Local Public Finance Management (PFM) solution methodology, guiding government organizations in enhancing their Financial Management functions. Additionally, he heads EY’s Government & Public Sector ERP practice. With over 30 years of experience in both commercial and government, Bill has supported organizations in implementing and optimizing Transformation programs, including Robotic Process Automation (RPA) and Artificial Intelligence (AI) technologies to improve efficiency. His roles at EY have included: Global ERP Practice Leader, Aerospace & Defense Sector Leader, Mid-Atlantic IT Advisory Practice Leader, Mid-Atlantic Consulting Market Segment Leader, Government Financial Management Practice Leader and Lead Partner for several of the Firms large clients in both Government and Commercial sectors. Bill’s work on Finance Transformation, Shared Services and Oracle ERP for a global logistics company earned the 2014 Spotlight Award for Value and Excellence in Consulting for Developing Markets from the Association of Management Consulting Firms. His Finance & Internal Controls Transformation work for the US Department of Housing and Urban Development resulted in its first clean Audit Opinion in over eight years, highlighted in the book "Transforming a Federal Agency" by Irving Dennis. Bill was selected by EY for Leadership Programs at the Kellogg School and London Business School. Prior to joining EY in 2005, he served in leadership roles at Arthur Andersen and BearingPoint. He holds a Bachelor of Science in Accounting and Information Systems from Virginia Tech, where he serves on the Advisory Board for the Accounting and Information Systems department. Bill is a Certified Public Accountant in Virginia.
