Kelly has 15 years of regulatory experience and specializes in strategic regulatory planning and Federal Energy Regulatory Commission (FERC) licensing and compliance activities. She conducts strategic planning, public outreach, environmental and resource management planning, stakeholder facilitation, and agency consultation. Kelly conducts land use and environmental assessments, and prepares restoration and land/resource management plans. She also specializes in shoreline management, real estate and right-of-way, recreation development, and habitat restoration projects. She graduated with a M.S. degree in Resources & Environmental Management and a B.A. degree in Geography and Environmental Studies from Central Washington University
