Alia Khouri attended college in St Louis, Missouri where she received a Bachelor of Arts degree in business administration before moving to Atlanta, Georgia. There she worked as a project manager for the largest mixed use multifamily real estate developer in the southeast region. After several years in Atlanta, she found her way back home to San Diego in 2008. After a brief period as a realty specialist with the Federal Government overseeing minor construction projects in Federal courthouses and land ports of entry in the western states, she made a career move back to the City of San Diego. She first worked in the Financial Management Department as an analyst and eventually led the Budget Monitoring Team responsible for quarterly reporting on City’s average annual budget of over $2.7 billion. Khouri’s career then took a different path within the City of San Diego when she was temporarily assigned to assist in managing the City’s fleet operations. In 2016, the temporary assignment became permanent when she became the director of the newly formed Fleet Operations Department. Khouri is just another example of the trend towards recognizing the necessity of financial management expertise within fleet operations. Since moving to Fleet Operations, she has been the pioneer behind the Fleet Operations Transformation Project which includes a significant upgrade in leveraging technology, training, long term planning; and pushing towards becoming a data driven organization. She is looking at innovative ways to reducing greenhouse gas emissions, striving to meet the sustainability goals outlined in the City’s first Climate Action Plan. She continuously seeks process improvements to enhance the City’s fleet program to meet service-level needs which support critical public safety, health, and environmental goals.
