Francie Stefan is the mobility division manager for the City of Santa Monica. She leads the city’s integrated mobility strategy that integrates roadway design, operations and transportation demand management. Stefan spearheaded access improvements for the expo light rail line stations and launch of the successful Breeze Bike Share program, and the roadway reconstruction to create the Colorado Esplanade - an iconic redesign that connects the Expo Station and Santa Monica Pier. She led the creation of major mobility policy changes through the city’s first Pedestrian Action Plan and Vision Zero target, as well as a forward-looking downtown community plan and Bike Action Plan. Her team championed a citywide reboot of the decades-old TDM program, with increased citywide targets and new strategies for residential projects, along with a GoSaMo mobility campaign and creation of the GoSaMo Transportation Management Organization. Her work has focused on visioning and implementing compact walkable public spaces supported by transit and housing to reduce emissions while increasing access and quality of life. Previously she initiated West Hollywood’s Green Building Program and General Plan update. She has a master’s degree in urban planning from UCLA, and a B.S. in geography.
