Dr. E. P. (Bill) Hamilton III, P.E. obtained his BS and MS degrees in electrical engineering from the University of Southern California, and his Ph.D. from The University of Texas at Austin. He is a Licensed Professional Engineer in Texas, member of PHTA, the International Association of Electrical Inspectors, and a Life Senior Member of the Institute of Electrical and Electronics Engineers. He has worked for over 30 years in the design and analysis of aquatic electrical facilities, is a co-developer of bonding, grounding and stray current test protocols and test equipment for aquatic facilities. He has investigated numerous electric shock drowning (ESD) and other electrical incidents in all types of aquatic facilities. He has been an advisor to governmental entities in several states and private entities in 3 countries regarding electrical issues in aquatic facilities, as a consultant to pool/spa manufacturing companies, and has taught numerous seminars on electrical installations in aquatic environments throughout the US. He authored the electrical code section of the APSP/PHTA Pool Builder’s Manual, and several articles on electrical systems and bodies of water. He serves on the PHTA Technical Committee, and has represented PHTA on Code Making Panel CMP-17 of the National Electrical Code since 2008 (18 years), and has been a Principal on the Panel for nearly 15 years.
