Mr. Sutton is a principal at Castro & Company with 30 years of experience in Federal financial management in the civilian and intelligence communities. He served as a Federal financial manager for 20 years where he provided accounting, internal controls and audit readiness leadership and managed department wide accounting policy and financial reporting at HHS and State. As a Federal consultant, he has supported audit readiness efforts for CFO Act agencies, re-engineered key business processes to strengthen internal controls, increase transparency and manage risk; identifying best practices, and accounting policies and procedures and codified them in formal accounting manuals. Mr. Sutton authored many white papers to resolve complex accounting issues and led a team at Treasury to author, “Budgetary Accounting in the Federal Government,” which standardized USSGL-based budgetary accounting scenarios and transactions across government.
