Michael Ness is a Director in PwC's Public Sector Practice focused on resource management improvement initiatives across the Federal sector. Mike is a Certified Government Financial Manager (CGFM), Project Management Professional (PMP), and Lean Six Sigma Black Belt (LSSBB). Over his career, he has provided business strategy, project/portfolio management, financial analysis and reporting, and change management and communications services to Federal clients, including the Central Intelligence Agency (CIA), Office of the Director of National Intelligence (ODNI), Federal Bureau of Investigation (FBI), Department of Defense (DoD), and Internal Revenue Service (IRS). His background includes assisting the CIA with both their total budget re-structuring and asset management improvement efforts; assisting the IC CHCO build the framework for portfolio management of enterprise wide human capital services; assisting the IC CIO identify efficiencies in the business functions across the IC; assisting the IC CIO (in coordination with FBI and DHS) with process improvements related to information sharing; assisting the DoD and IC implement the CFO Act, FFMIA, and OMB requirements for financial improvement and audit readiness; assisting the FBI modify and improve their business processes related to WIP; assisting the Department of Navy implement NMCI; and supporting accounting system maintenance and audit readiness for the IRS.
