Harold (Hal) I. Steinberg was appointed Associate Director for Management at the Office of Management and Budget in 1981, where he was responsible for establishing the Inspector General, internal control evaluation and improvement, and single audit programs. He subsequently assumed the position of Deputy Controller/Acting Controller, Office of Federal Financial Management, Office of Management and Budget to guide the implementation of the newly-enacted Chief Financial Officers Act of 1990. Other positions Hal has held has been Partner-in-Charge of KPMG’s state and local government practice, and then its Federal government practice. . Hal has been both a government member and a public member of the Federal Accounting Standards Advisory Board. He is one of the developers of AGA’s Certified Government Financial Manager program and currently runs AGA’s Certificate of Excellence in Accountability Reporting program. He is a fellow of the National Academy for Public Administration.
