Marshelle Richardson is a seasoned financial and risk management executive with more than 30 years of experience in accounting, audit support, audit readiness and remediation, enterprise risk management, account reconciliation, process improvement, financial reporting, research and analysis, and training and development. Throughout her career, she has strengthened internal controls, improved operational efficiency, and promoted organizational accountability. In March 2015, Marshelle was appointed Chief Risk Officer (CRO) for the Office of the Chief Financial Officer (OCFO), where she leads the enterprise risk management program. She is responsible for identifying, assessing, and mitigating enterprise-wide risks while ensuring compliance with District of Columbia government regulations, policies, and guidelines. Her leadership has helped foster a proactive risk culture and strengthen strategic governance. Marshelle holds certifications as a Certified Fraud Examiner (CFE), Certified Internal Controls Auditor (CICA), George Washington Enterprise Risk Management (ERM) professional, and GW Senior Leader Program graduate. She earned an MBA in Financial Management and a Bachelor of Science in Business Administration. She is an active member of the Association of Government Accountants (AGA) Washington, DC Chapter, the Association of Certified Fraud Examiners (ACFE), the Institute for Internal Controls (IIC), the Government Finance Officers Association (GFOA), and the Association for Federal Enterprise Risk Management (AFERM). Committed to professional and community leadership, Marshelle serves as a Board Member and Program Chair for the GFOA Washington, DC Chapter and previously served on the Board of Directors for Child Resource Connect. Her career reflects a sustained commitment to ethical leadership, professional excellence, and strong governance.
