Diane Stephens is a Program and Management Analyst specializing in Biometrics at the National Protection and Programs Directorate Office of Biometric Identity Management (OBIM). OBIM, formerly the United States Visitor and Immigrant Status Indicator Technology (US-VISIT) Program, is the lead entity in the Department of Homeland Security for biometric identity management services across Government. Ms. Stephens is responsible for standards, academia, government and commercial industry technology reviews and analysis to enhance existing biometric capabilities and identify new technologies to support the Department’s advance of biometrics. Previously, Ms. Stephens served as the System Business Owner of the DHS Automated Biometric Identification System (IDENT) and Arrival Departure Identification System (ADIS), biometric and biographic databases, respectively. She also performed as Chief of the Requirements, Standards, Technology modernization group at OBIM. She has been with DHS US-VISIT since its inception in 2003. OBIM is the Steward of the National Information Exchange Model (NIEM) Biometric Domain (NBD), and Ms. Stephens is the NBD Chair, managing the development and harmonization of the domain and standards and specifications including ANSI-NIST ITL and the DHS IDENT’s identity eXtensible Mark-up Language (XML) known as IXM.
