Don Moore is secretary of the IEEE Working Group on Animal Deterrents. He founded VANQUISH Fencing Incorporated after having read a study published by the Edison Electric Institute, which stated that animals were the second highest cause of power outages in the United States and Canada. Researching the problem through interviews with three electric utilities, Don developed a prototype deterrent fence. In October 2003, that prototype was installed at a Duke Energy substation and the initial test ran for eight seasons, with 100% success. Over the last ten years Don has expanded his reach to include 21 electric utilities in over 28 states and Canada. More recently Don has been addressing physical security needs with solutions that deter copper theft from the substation.
